1954 Yılı’nda Elazığ’da doğdu. 1972-73 yıllarında Almanya’da almanca dil eğitimi ve Makina Mühendisliği ile ilgili staj çalışmalarını tamamladı. 1976’da Almanya’da 3 ay süre ile staj yaptı (IAESTE). 1977’de Fırat Üniversitesi’nden (EDMMA) bölüm birincisi olarak “Makine Mühendisi” unvanı ile mezun oldu ve aynı yıl İTÜ Nükleer Enerji Enstitüsü’nde yüksek lisans öğrenimine başladı. 1979’da “Yüksek Mühendis” unvanını aldı. 1978 de İTÜ Araştırma Reaktörü’nde mühendis olarak başladığı görevini, 1979 da Fırat Üniversitesi’nde “Araştırma Görevlisi” olarak sürdürdü.
1981-82’de Almanya’da (DAAD) doktora çalışmalarının deneylerini tamamladı ve 1983 de KTÜ’den “Doktor” unvanını aldı. 1990 Yılı’nda YÖK/Dünya Bankası Projesi kapsamında 9 ay süre ile Amerika Birleşik Devletleri’nde (Indiana ve Purdue Üniversitelerinde) Bilgisayar Sistemleri konusunda akademik çalışmalara katıldı. 1991 yılında Enerji Eğitimi dalında “Doçent” unvanını aldı.
1991 yılında Teknik Eğitim Fakültesi Döner Sermaye İşletmesi Müdürlüğü görevine getirildi. 1996 yılına kadar sürdürdüğü Döner Sermaye İşletmesi Müdürlüğü esnasında döner sermaye aracılığı ile birçok projeler gerçekleştirerek, TEF Döner Sermayesinin Tıp Fakültesi Döner Sermaye İşletmesinden sonra en büyük ciroya sahip ikinci döner sermaye işletmesi olmasını sağladı.
1992 de 4 ay süre ile İngiltere’de Salford ve Bradford üniversitelerinde bilgisayar destekli eğitim ve tasarım alanlarında akademik çalışmalar yaptı. 1995 Yılında Mesleki ve Teknik Eğitim ve Bilişim konularında çalışmalar yapmak üzere ABD’de Oklahoma State Üniversitesi’ne davet edildi.
1997’de Bilgisayar Sistemleri Eğitimi Anabilim Dalında “Profesör” ünvanını aldı. 1998 yılında 2 ay süre ile Bremen Üniversitesi’nde Robotik alanında bir proje üzerinde çalışmalar yapmak üzere Almanya’ya (DAAD) davet edildi.
1998-99 yıllarında Fırat Üniversitesi bünyesinde yer alan tüm birimlere ait döner sermaye işletmelerini tek çatı altında birleştirme çalışmalarını yürüttü. Yeniden yapılanma çalışmaları kapsamında döner sermaye ile ilgili yönetmelik ve yönergeleri hazırladı. 2000 yılı Eylül ayına kadar Fırat Üniversitesi Döner Sermaye İşletmesi Müdürü olarak görevini sürdürdü.
2003-2005 yılları arasında ABD’de West Virgina Üniversitesi’nde bilimsel çalışmalar yaptı ve 1,5 yıl süre ile farklı dersler verdi.
2007-2008 yıllarında kurma çalışmalarını yürütmek üzere Siirt Üniversitesi’nde Rektör Vekili olarak görev aldı ve Siirt Üniversitesi Döner Sermaye İşletmesini kurdu.
Kendisinin içerisinde görev aldığı önemli bazı projeleri şunlardır: DPT ile “Doğu Anadolu Kalkınma Projesi DAP”, (1998-2000); ÇSGB ile “Çocuk İşçiliğinin En Kötü Biçimlerinin Ortadan Kaldırılması Projesi (2006-2007); Elazığ Valiliği ile “Elazığ Kültür Kurultayı Projesi (2002-2004)”; BOTAŞ ile “Doğal Gaz Pazar Araştırması Etüdü Projesi” (2002); Elazığ, Bingöl, Muş, Tunceli, Bitlis ve Siirt İllerine ait “İl Gelişme Planları Projeleri” (2001-2004); TUİK (DİE) ile "Kalkınmada Öncelikli İller Ekonomik Durum ve Yönelim Araştırması ile Bölgesel Gelişme Araştırması Projeleri” (2000); YÖK ve MEB ile “Bilişim Teknolojileri alanında Formatör Öğretmen Yetiştirme Projeleri” (1995-1998).

I coordinated the whole project. About 500 Experts (Professor, Assoc. Prof. Assist. Prof., Instructors, Teachers etc.) worked on these projects. I managed the teams and experts. It involved more then 20 different sectors like Education, Health, Industry and Services, Culture and Tourism. The project consisted of four major phases: current status, need analysis, pre-feasibility studies and Master Plan. A comprehensive report of 20000 pages in English and Turkish was prepared and published on the web |

Coordinator for Questionnaire Application in Eastern and South Eastern Anatolia Region of Turkey, which was conducted in May 2000. The outcome of these surveys was used for the 8th Five Years Development Plan. Budget: $235.000.
I managed 135 experts who applied the surveys in the 18 Cities in the Eastern and South Eastern Anatolia. I evaluated the surveys using statistical software like SPSS etc and prepared final report. |
